Bulgaria's Public Procurement Agency needed to replace paper-based tendering across the entire country with a single, mandatory digital platform.

We built it — a 32-module system that today serves over 2,000 active public Buyers and 150,000+ registered suppliers, processing billions in contract value every year.

The challenge

Imagine launching a product where every user in your market must adopt it, there's no fallback, and the stakes are measured in billions.

The PPA had to comply with EU digital procurement directives and move hundreds of thousands of users off paper onto one platform.

Security was non-negotiable — supplier offers had to be encrypted end-to-end and only revealed simultaneously to all parties at a designated moment.

The system spanned 32 modules covering the full procurement lifecycle, from tender drafting through bid submission to contract award.

Our solution

Starting in 2017, we adapted our proven NX4 tendering platform to PPA's requirements and deployed it within a government data center for maximum data security.

We designed the encryption so that offers stay sealed and tamper-proof until the official opening, when every bid becomes visible to all participants simultaneously — delivering genuine, verifiable transparency.

To drive adoption, we ran extensive training programs nationwide and made the interface accessible enough that no technical background was needed.

Results

Bulgaria moved from paper to 100% digital public procurement — on time, at national scale, with zero fallback.

2024: 36,000+ contracts worth over 10.5 billion EUR processed.

2023: 35,000+ contracts worth over 7.5 billion EUR processed.

2022: 30,000+ contracts worth over 10 billion EUR processed.

By 2020, the platform was fully operational with 140,000+ registered suppliers.
